Cost Old Ellicott City's own 'Getting Here' page: 'Hundreds of free parking spaces are available at 8 public parking lots,' with handicap spaces in each lot and on Main Street. No parking is permitted on Main Street itself. Note per a separate official post: Parking Lot B has been closed since April 28, 2025 for North Tunnel/Safe and Sound construction, expected to run through mid-2027 so it will still be closed for the September 19, 2026 festival date; alternate overflow parking is available at the Howard County Circuit Court lot and the Roger Carter Center lot. No festival-specific parking page was found for the 2026 event itself (official listing says program details are still TBA).

The event is spread along Main Street with stages at Lot D, The Wine Bin, Tiber Park and participating businesses, so it is a walk between venues along the historic street. Howard County states in its May 2025 OEC Trolley announcement that the town steep hills and narrow sidewalks can make it difficult for visitors, business owners and residents with mobility challenges to traverse the area, and that its Watershed Master Plan lists poor ADA accessibility among the key challenges facing historic Ellicott City.
That is the clearest terrain warning available and it should be taken seriously before planning a day here. On transport, Howard County runs the free OEC Trolley circulator along Main Street from Parking Lot F off Ellicott Mills Drive to Parking Lot A off Oella Avenue, operating Saturdays and Sundays 11:00 a.m. to 7:00 p.m. every 10 to 15 minutes, and the county says the route is extended up to the Circuit Courthouse parking lot at 8360 Court Avenue on weekends with special events.
The county states the two vehicles bought for the service are cutaway ADA accessible buses that accommodate wheelchairs, so the shuttle itself is accessible. Confirm it is running on the day, as the service was announced as a one year pilot from May 2025; the county trolley page is https://www.howardcountymd.gov/transportation/public-transportation/OECTrolley.
Nothing is published about accessible parking bays in the Main Street lots, accessible toilets at the festival, accessible viewing, a companion or carer ticket, ASL or a quiet space. The festival is free.
