RAP's own ground-transportation program confirms it issues a special seasonal permit specifically for Sturgis Rally-period shuttle operators (valid roughly late July-late August), which is how operators like this are authorized to pick up at the airport but the shuttle itself is a private commercial service, not run by Buffalo Chip or RAP

On site parking available. Cost Free one four-wheeled vehicle per campsite is included with camping passes, issued as a vehicle camping pass at the Box Office. Two designated free parking lots exist for non-campsite vehicles: one near the East Gate entrance off 132nd Ave, and another at the corner of Alkali Road and Russ Brown Blvd. Vehicles brought to a campsite must enter before 7:30pm daily and stay on roadways while moving; they must remain parked from 7:30pm until dawn. As a motorcycle rally, the dominant 'vehicle' for most attendees is the motorcycle itself, ridden in and parked at the campsite car/truck parking is the secondary case this section covers
