The Frederick Hispanic Heritage Festival is a free, family-friendly celebration staged each October along Carroll Creek Linear Park in downtown Frederick, Maryland, organized by the nonprofit Centro Hispano de Frederick. Held on the first Saturday of the month during Hispanic Heritage Month, it fills the Carroll Creek amphitheater with live Latin music, folkloric dance, traditional costumes, food from across Latin America and interactive activities for children

MARC's Brunswick Line has a branch that terminates at downtown Frederick station, a short walk/rideshare from Carroll Creek but the Brunswick Line runs weekday commuter service only and does NOT operate on weekends, so it will not serve a Saturday festival. For rail from the airport, BWI Rail Station (free shuttle from the terminal) puts you on Amtrak/MARC toward Washington Union Station, but you'd still need a car/rideshare for the final Frederick leg on a weekend. Noting this so the long-tail rail question is answered: for a Saturday event, plan on driving/rideshare, not MARC
